Yes, as I have reported on RT, you need to downgrade to
DROLSKY/DateTime-Locale-0.34.tar.gz at the moment.

Great! With 4128:

All tests successful, 1131 subtests skipped.
Files=28, Tests=1883, 80 wallclock secs (21.24 cusr +  1.44 csys = 22.68 CPU)
