Could we add the '.perltidyrc' file to svn so that when I run perltidy
it conforms to the jifty style without affecting my other projects.
This would help keep things consistent for new developers.

I am assuming that most people 'cd' to the root directory of a project
and then don't move from there whilst working on it.
