I had the same phenomenon in the Version I recently checked out from  
CPAN.

create a symlink (in case of a unix system) that points to the  
"__jifty" directory in the library directory where the original  
templates sit.
in my OS-X System this would be:
$ cd share/web/templates
$ ln -s /Library/Perl/5.8.6/auto/Jifty/templates/__jifty __jifty
