it's OK to force install this on Cygwin, it's a spurious test
failiure, and I uploaded a patch for that to the CPAN bug tracker.

Same issue, just a problem with the test not adding ".exe" on the end
of an executable... OK to force install it on cygwin, also submitting
patch.

Jifty now installs on cygwin (as expected)
