It turns out that the MANIFEST used to release App::CLI 0.02 was missing
the new file. http://fsck.com/~jesse/App-CLI-0.02-JRV.tgz contains a
corrected version of App::CLI 0.02. I'm working with clkao to get
App::CLI 0.03 to happen.
