Scott,

Watch out for proxies.  I saw the same thing on a different svn repo earlier
in the week, and after much wailing and gnashing of teeth it turned out that
I was sitting behind a squid proxy that didn't have all of the proper http
methods enabled (which, it turns out, is the default config).
