Some s/Log4Perl/Log::Log4perl/ in Jifty::Logger

Copy/paste-able instructions for making web/templates/_elements/nav out 
of the stock menu in the Jifty::Manual::Tutorial -- maybe something 
like "jifty element nav" would be nice, or is there a more elaborate 
plan?
